What is the vision?


The PNCIMA initiative will establish integrated oceans management that balances ecological, economic, social, and cultural interests. This vision will be further developed over time in relation to the themes identified through previous consultations, and with input from interested parties participating in the planning process.

What is the purpose of PNCIMA?


The PNCIMA initiative's purpose is to ensure a healthy, safe and prosperous ocean area by engaging all interested parties in the collaborative development and implementation of an integrated management plan for PNCIMA. The goals of the PNCIMA initiative include:
 

  • Healthy and resilient ecosystems;
  • Sustainable economies;
  • Reduced inter-user conflicts;
  • Thriving coastal communities with strong cultural and economic ties to coastal and marine areas.

What will be the main outputs of this planning process?

 

  • A vision and shared values for the area
  • A description of the PNCIMA’s main characteristics
  • A description of the key issues and opportunities in PNCIMA
  • An ecosystem-based management framework for the marine environment including goals, objectives and indicators for respecting the cultural, social, economic, and ecological health of the area
  • Oceans management recommendations, including:
- Spatial management plan(s);
- Management strategies and recommended practices
 
  • An implementation strategy, including an accountability matrix connecting various agencies’ roles and responsibilities with relevant components of the integrated management plan
  • Enduring arrangements for ongoing management.

What are the principles that guide the process?


The following eleven principles guide the outcomes of the PNCIMA initiative and are drawn directly from Canada’s Oceans Act.
 

  • Sustainable development: environmental, social and cultural values are considered with the aim of meeting the needs of the present without compromising the ability of future generations to meet their needs.
  • Integrated management: a cooperative process that brings together all partners in the planning and management of activities in estuarine, coastal and marine waters while seeking balanced consideration of the full range of biological, social and economic objectives and perspectives.
  • Precautionary approach: Erring on the side of caution.
  • Inclusiveness: A diversity of stakeholder interests will be included and engaged in a meaningful way in PNCIMA initiatives and stakeholder interests will be considered equally in all recommendations or decisions.
  • Authorities: Each party brings authorities and mandates to the PNCIMA initiative and will respect, and will together benefit from those authorities and mandates in the process.
  • First Nations: Federal and provincial governments have fiduciary relationships with aboriginal people. The PNCIMA initiative reflects a relationship between the federal and First Nations governments that is of a different character than that between governments and stakeholders.
  • Consensus: Participants in the PNCIMA planning process will seek to develop recommendations through consensus.
  • Efficiency: Issues will be addressed in a timely manner.
  • Transparency: Recommendations will be made openly, with information and results shared with all participants.
  • Adaptability: The process is designed to permit and support evolution and will be monitored and evaluated to support shared learning and adaptation through adaptive management.
  • Knowledge-Based: Recommendations will be based on best available information and will include both science-based and traditional ecological/local ecological knowledge, information and data.

What is marine planning?

Marine planning is a tool that brings together multiple users of the ocean – including energy, industry, governments (First Nation, federal, provincial, regional and municipal) , First Nations, conservation and recreation – to make informed and coordinated decisions about how to use marine resources.

What is integrated management?

A commitment to planning and managing human activities in a comprehensive manner while considering all factors necessary for the conservation and sustainable use of marine resources and the shared use of ocean spaces.
